Dr. McCauley is the Assistant City Administrator for the City of North Augusta, South Carolina. A native of Orange County, California, he earned his B.A. in Criminal Justice from California State University, Fullerton, his M.B.A. from Georgia Southern University, and his Ph.D. in Policy Studies from Clemson University.
A dedicated pracademic, blending over two decades of real-world public service with academic scholarship, Dr. McCauley specializes in local government administration, strategic municipal management, and public policy implementation. He has led transformative infrastructure projects, advanced economic development initiatives, and built cross-sector partnerships that strengthen communities and enhance service delivery.
Dr. McCauley serves on the Government Affairs and Policy Committee of the International City/County Management Association (ICMA), is an active member of the Municipal Association of South Carolina (MASC), and teaches as an adjunct instructor in the Master of Public Administration program at Augusta University.
My teaching interests center on public budgeting and finance, local government administration, and strategic management..
My research interests focus on the intersection of public policy implementation, fiscal strategy, and organizational leadership, particularly how governance structures influence local economic development and service delivery.
