The HEART Program is a remarkable and brilliant opportunity provided to Georgians by our elected officials. We are the only state in the nation which is afforded this opportunity to financially support our state's rural hospitals - at no cost! Help improve health care in our community by contributing to Bacon County Hospital through the Georgia HEART rural hospital tax credit opportunity! The Georgia General Assembly passed legislation that enables Georgia taxpayers receive a state income tax CREDIT for 100% of the amount they contribute to qualified rural hospital organizations (up to the limits set forth below). There is a cap of $60 million in available tax credits per year under the program.

Bleckley Memorial Hospital – COCHRAN, GA
For many years, due to demographic, economic, and health care industry challenges, Georgia’s rural hospitals have been facing a financial crisis. This crisis jeopardizes the access of rural Georgians to adequate health care. In response, in 2016, the Georgia General Assembly passed, and Governor Nathan Deal signed into law, Senate Bill (“SB”) 258, legislation that, effective January 1, 2017, awards Georgia income tax credits to individual and corporate taxpayers who contribute to qualified rural hospital organizations (“RHOs”) located in Georgia. As of January 1, 2018, 58 rural hospitals are eligible to participate in the RHO expense tax credit program. Of those hospitals, 56 are participating in the Georgia HEART Hospital Program to assist them with the marketing and administration of the RHO expense tax credit program. Together, these hospitals and Georgia HEART are Helping to Enhance Access to Rural Treatment. Dodge County Hospital is excited to be partnering with the Georgia HEART Hospital Program to implement this exciting new rural hospital tax credit. Through this program, Georgia taxpayers can receive a state income tax CREDIT for 100% of the amount they contribute to qualified rural hospital organizations such as Dodge County Hospital (up to the limits set forth below). Taxpayers who itemize deductions on their federal income tax returns will be able to take a charitable income tax deduction for the entire amount of their contributions. Your contribution will increase our hospital funding and our ability to provide for the health care of individuals in our community!

Emanuel Medical Center – SWAINSBORO, GA
This program allows any Georgia taxpayer, individual or business, to receive a dollar-for-dollar state income tax credit by contributing to a qualifying hospital such as Emanuel Medical Center. In essence, it allows you to direct your state tax dollars directly to rural Georgia hospitals. Emanuel Medical Center has a long record of innovative rural excellence, earning CMS 4- and 5-Star ratings for quality year after year. However, like many rural hospitals, we are facing serious financial strain, as our uncompensated care costs have nearly doubled in two years, now reaching $625,000 per month. The Georgia HEART program is one of the most effective ways to help sustain EMC and rural healthcare across Georgia. The application takes about two minutes at georgiaheart.org, and applicants have until December 31, 2025, to make their contribution. Businesses, including pass-through entities, can also benefit from both the state tax credit and a federal tax deduction. This program is a lifeline for rural Georgia hospitals like Emanuel Medical Center. We are the only state in the nation whose taxpayers can financially support our state’s rural hospitals – at no cost! You can provide essential improvements to health care in our community by contributing to Evans Memorial Hospital through the Georgia HEART program, in exchange for a 100% Georgia income tax credit. Recent IRS regulations provide even more good news and positive impact for many participants in this program. For “C” corporations and some pass-through businesses, the contribution will constitute an ordinary and necessary business expense, which will provide a federal income tax benefit.

The WMH Foundation was incorporated in 1992 to serve as a support organization to the Wills Memorial Hospital; to help the hospital develop and expand facilities, equipment and buildings; and to communicate the aims, objectives, and needs of the hospital to the public. All donations to the Hospital Foundation are tax deductible and will be used in support of that facility.
